In our Singapore system, the answer would be, That depends.
My friend's son had it commented to him by friends from another school that he does well for his tests only because his school sets easy papers, that nobody does that well in their school because their school sets killer papers, and that if they were to do his paper, they would ace it.
So the friends were basically saying that their school had higher standards than his school.
I'm like... WHAT??? One can't even feel a sense of accomplishment in peace in our system.
So the answer to the first question seems to be, Yes, it is good news if everyone else typically doesn't do well for the school paper.
