I'll answer from experience but try to be as informative as possible.
The year before your child is to enter Pri 1, ie the year before they turn 7, most of the whole of Singaporean parents whose children were born in the same year as your child will be balloting for their desired Primary School. (I hear that for the popular schools, it's like winning the lottery when your child's card is picked.)
Latest by mid-september (that's very late already) you should contact the MOE and tell them you would like to apply for an EXEMPTION from the Compulsory Education Act. Yes, by law every SIngaporean child born after 1996 has to be registered in the primary schools. With exception of certain religious schools (like Madrasas and the San Yu Seventh Day Adventists school, and homeschoolers). So what you are doing is really asking for permission not to have to send your child to the pri sch. So, in your cover letter, ask nicely hor. :O)

They will ask you to mail
- a completed application form (they will send to you)
- a detailed Syllabuses of English, Mother Tongue, Mathematics; Science from Primary 1 to 6,
- your plans on National Education,
- two home-schooling time schedules; one for P1 - P2 and another one for P3 - P6 with the subject Science.
- the educational certification of the parent(s) conducting the home-schooling;
- a copy of child’s birth certificate.
(The syllabus stuff you can copy-copy from other parents who are using the same curriculum. If you are using the MOE curriculum, it can be found here. )
You also need to know that the Exemption shall lapse if your child receives primary education from:
a) any organisation for the provision of education to 10 or more persons, or
b) in any place where 10 or more persons are being ot are habitually taught, whether in one or more classes.
